Two D.C. insiders will walk the audience thru the political landscape in Washington, DC and the outlook for the payments industry following the 2016 election. Jaret Seiberg of Guggenheim Partners and Isaac Boltansky are expert DC players, known for their unique mix of political acumen and business sense. Participants will gain an understanding of how policymakers in Washington – from the CFPB to Congress - are thinking about the payments industry, the outlook for the next four years.

Scott Talbott

Scott Talbott is responsible for developing and executing ETA’s federal and state legislative and regulatory strategies on behalf of ETA’s more than 500 member companies. During his short tenure at ETA he has already grown the government affairs department exponentially. He has not only transformed ETA’s advocacy policy but has provided ETA with a stronger voice in Washington.

Prior to joining ETA, Mr. Talbott served as the Senior Vice President for Public Policy at The Financial Services Roundtable, where he directed the overall policy strategy, managed the daily legislative and regulatory advocacy efforts, as well as directed communications. Mr. Talbott also served as counsel to the organization and managed the Roundtable’s Political Action Committee. He has received numerous accolades in his tenure, including being named a top lobbyist by The Hill in both 2009 and 2011, as well as a “winner” for his work during the economic collapse of 2008 by Washingtonian magazine. In 2010, he appeared in the Oscar-winning film “Inside Job.” Once named NPR’s favorite bank lobbyist, he is a frequent contributor to both national and international media. Mr. Talbott joined the Roundtable in 1994 after working in the tax departments of Arthur Anderson and Ernst & Young. He received his B.A. from Georgetown University, cum laude, and his J.D. from George Mason University School of Law.

Isaac Boltansky

As the Director of Policy Research for Compass Point Research & Trading, Mr. Boltansky coordinates the firm’s Washington policy analysis and follows financial services policy issues with a particular focus on mortgage finance, consumer lending, education services, and tax policy.

Mr. Boltansky joined Compass Point from the Troubled Asset Relief Program (TARP) Congressional Oversight Panel and previously worked as an analyst at EJF Capital, LLC.

Mr. Boltansky earned his B.A. in Political Science and History from Ohio Wesleyan University.

Prior to joining Washington Research Group, Mr. Seiberg spent more than a decade following Washington policy developments as the Washington bureau chief and assistant managing editor of The Deal and The Daily Deal and as the deputy bureau chief for the American Banker. Mr. Seiberg speaks frequently to industry groups, including the Consumer Bankers Association, the American Bankers Association, the Mortgage Bankers Association, SIFMA, the National Association of Realtors, the Risk Management Association and the National Association of Home Builders. He also had addressed forums sponsored by regulators, including the Federal Housing Finance Agency, the Federal Reserve Bank of Kansas City, the Conference of State Bank Supervisors, the Office of Thrift Supervision, and the Council of Federal Home Loan Banks. And he has briefed bank management teams, Congress, and congressional staff. He has appeared on CNBC, ABC News, CNN, Fox Business, and Fox News and is frequently quoted in the Wall Street Journal, New York Times, Washington Post and American Banker. He has a B.A. from American University in Washington, D.C., and an M.B.A. from the University of Maryland at College Park.
