Defining Need: Adverse Educational Impact and Gifted Identification

The purpose of this presentation is to explore what adverse educational impact looks like in gifted and talented students and to discuss the role adverse educational impact should have in making eligibility determinations for GT programming. We argue that an assessment of how a student’s needs are or are not being met by the regular curriculum should carry as much weight as an assessment of the student’s academic and intellectual ability in regard to GT identification. This presentation aids practitioners in making more appropriate and equitable identification decisions that take into account the rigor (or lack of rigor) provided by a student’s local environment.

Kelly K. Davis

Kelly Davis is a teacher of gifted and talented students at Chattanooga School for the Arts and Sciences and STEM School Chattanooga in Tennessee. She has been working with gifted and talented students since 2006 and has taught at inner-city schools, magnet programs, and across all grades levels. She has served on the board of the Tennessee Association for the Gifted for the past two years as Newsletter Editor and has contracted with ETS to write test items for the Gifted Praxis exam. Kelly Davis is passionate about gifted education and helping high-ability learners reach their potential. She supports countless extracurricular activities--many well outside of her comfort zone--and will be the first to tell you that she has learned as much from gifted students as they have learned from her. She holds a B.A. in English from Southern Adventist University and an M.A. in English from the Univerisity of Tennessee in Chattanooga.

Ty Campbell

Gifted Curriculum Specialist
Hamilton County Schools

Ty Campbell is recognized as a leader in gifted education in her district in Chattanooga, Tennessee. She continues to provide services to eligible gifted students in her assigned schools and also mentors gifted teachers throughout the district. Ty is a member of the district's Child Find Team that strives to identify under-represented populations in targeted schools in Hamilton County, Tennessee where she also works with her district's preschool gifted population. She is recognized at a national level in her field for her work with ETS on the gifted Praxis, both on a review panel for the test and as an item writer. In her various schools over the years, she has become a valuable resource for how to best meet the needs of students who are achieving above the level of current classroom instruction. Always seeking to learn more, her initiative helped secure a Fund for Teachers Grant that supported her travel to Alaska in 2015 where she collected information and resources that she used to develop lessons for her students. Ty has recently participated in the very selective Leadership Fellow's year-long program which is a partnership between her district and the Public Education Foundation.

She has presented at numerous district, state and national conferences including for the National Title I Conference, Tennessee Association of Gifted (TAG), Council for Exceptional Children (CEC), Partners in Education (PIE), and the National Association for Gifted Children (NAGC).

Tara Strang

Lead Teacher of Gifted Education
Hamilton County Department of Education

Tara Strang currently holds the Lead Teacher of Gifted Education position in Hamilton County Department of Edication in Chattanooga, TN. In this position, she is the coordinator of gifted services in her district. She is co-president of the Tennessee Association for the Gifted (TAG). She has been a school psychologist in the states of Georgia and Tennessee since 1995. As a school psychologist, Tara specialized in assessment and identification of underrepresented/minority gifted students.
