Attaché, Higher Education
Campus France USA

Christel Outreman currently serves as Attaché for Higher Education and Director of Campus France USA at the French Embassy in the United States. Prior to joining that position in September 2015, she worked at the University of Rouen for a number of years and was consecutively Director for international Affairs (2007/2012); Chief of staff to the University President (2012/2013) and Vice President for International Affairs until her appointment at the Embassy. Professor agrégée in English, she was twice a Fulbright Fellow in the United States in 1985 and in 1998. Along with her team in Washington, D.C., she is now responsible for the development, implementation and monitoring of a number of different programs aimed at promoting French-American partnerships in higher education and increasing U.S. student mobility to France.

Bertrand Monthubert

Campus France

Bertrand Monthubert is a mathematician and President of the Board of Campus France. Former President of the Université Toulouse 3 Paul Sabatier (2012-2015), he plays a role in the definition of the French National Strategy for Higher Education and Research. Former Councillor of the Secretary of State of Higher Education and Research, he prepared the White Paper of HER which was released in January 2017.
