Global Perspectives: Who Is an International Student?

How and why do campuses around the world define an international student? Panelists representing member countries from the Project Atlas research initiative will discuss national and regional contexts for these definitions and how current events, capacities, and technology are changing traditional perceptions of international students.

Christine A. Farrugia

Deputy Head of Research
Institute of International Education

Christine Farrugia is Deputy Head of Research at the Institute of International Education (IIE) where she leads Open Doors, a large-scale annual survey of international educational exchange in the United States and oversees other international academic mobility research. She has over fifteen years of experience as a university administrator and researcher of higher education and regularly authors research reports and articles on international higher education. In 2014 she was awarded the Harold Josephson Award for Professional Promise in International Education by the Association of International Education Administrators (AIEA). She holds a Ph.D. from SUNY-Albany and M.A. and Ed.M. degrees from Teachers College, Columbia University.

Nico J. Jooste

Senior Director and immediate past President of IEASA
Nelson Mandela Metropolitan University Office for International Education

Nico Jooste, PhD, is an experienced international educator, directing the Office for International Education at Nelson Mandela Metropolitan University for the past 12 years and providing strategic leadership in the field of international education at a senior level. As a member of the International Education Association of South Africa (IEASA) he is also responsible for steering internationalization systemically throughout South Africa. The focus of Jooste's research and adovocacy is the promotion of internationalization throughout the developing world. He was responsible for the publication of "Study South Africa," an annual report on internationalization in the country for the past ten years. He presents regularly on internationalization within South Africa and globally. Jooste holds a PhD in history and is still active in the field, participating in the reconstruction of society in the newly founded democracy in South Africa.

Steve Nerlich

Director, International Research and Analysis Unit
Australian Department of Education, Employment and Workplace Relations

Mr Nerlich is the Director of the International Research and Analysis Unit in the Australian Government Department of Education and Training. Mr Nerlich and his team are responsible for managing Australia's world-class international education data analysis and reporting services. Mr Nerlich is also a PhD Candidate with the Australian National University, investigating the benefits of studying abroad for Australian university students.

Hiroshi Ota

Hitotsubashi University

Dr. Hiroshi Ota is Professor of the Center for Global Education at Hitotsubashi University, Tokyo, where he serves as Director of the Hitotsubashi University Global Education Program. Prior to his current position, he worked for the Office for the Promotion of International Relations at Hitotsubashi University, the School of Commerce and Management as International Student Advisor at Hitotsubashi University, the Office of International Education at the State University of New York at Buffalo, and Toyo University, Tokyo. His research primarily focuses on higher education policies and practices related to internationalization and international student mobility in a comparative perspective. From the State University of New York at Buffalo, Ota received his Ed.M. in 2001 and Ph.D. in Social Foundations of Education (Comparative and Global Studies in Education) in 2008. He was awarded a Fulbright Scholarship to study international education administration in the U.S. in 1996.
