Advising international students, scholars, and faculty on U.S. tax compliance requires knowledge of immigration regulations, Internal Revenue Service (IRS) classifications, and institutional policies. Identify best practices for collaborative advising approaches to support the international population while maintaining institutional requirements to the IRS.

Linda Dunbar Garmy is the International Tax Coordinator at Oklahoma State University. She is a CPA licensed in Oklahoma and has an MBA from OSU. She has worked at OSU for 26 years and in the area of nonresident alien taxation for 16 years. In addition, she conducts tax workshops for the nonresident alien community as a volunteer. Linda is currently serving NAFSA Region III as Business Manager/Treasurer.

Michelle serves as the International Compensation and Taxation Manager for North Carolina State University. In her roll, she assists NC State to successfully compensate and tax the university’s foreign national students, scholars, and employees. Michelle is responsible for ensuring compliance with payment and taxation regulations and procedures, as well as providing guidance for the University’s employees working outside of the United States. Michelle also assists and advises NCSU’s international students and scholars with their tax filing and payment requirements. Michelle is a member of NAFSA’s Trainer Corps.

Carol Holz

Associate Director, Immigration Compliance
University of Alaska Fairbanks

Carol Holz is the Associate Director for Immigration Compliance at the University of Alaska Fairbanks (UAF). She is also a licensed CPA in Texas and Alaska. With over 10 years of experience in international education, immigration, and tax compliance, she currently works with Fs, Js, H-1Bs, TNs, and PRs. Carol has been a member of NAFSA since 2003, having served on the Region I leadership team as the Alaska Rep., KCISSS Liaison and Scholar Regulatory Ombud. She has worked with NAFSA Trainer Corps, primarily with immigration and tax-related workshops, since 2006 at the regional and national levels. She currently serves as the ISS RP Regulatory Ombud "RegBud" Subcommittee Chair.
