d) Advance Mitigation for Transportation Projects in California

The California Department of Transportation (Caltrans) has been developing a landscape-scale, regional advance mitigation initiative in collaboration with state and federal resource agencies since the mid-2000s, and initiated an advance mitigation program within the State Highway Operations and Protection Program (SHOPP) that funded, programmed and began delivery of advance mitigation projects in 2016. An overview of Caltrans' advance mitigation initiative is given, with details about the advance planning process for estimating future mitigation needs and the programming and delivery process and timelines in the SHOPP.

Stuart Kirkham is a Senior Environmental Planner in the Office of Advance Mitigation in the Division of Environmental Analysis for the California Department of Transportation (Caltrans) Headquarters in Sacramento, California. He is the Program Advisor for the Advance Mitigation Program that delivers advance mitigation projects in the State Highway Operations and Protection Program (SHOPP). He holds a Ph.D. from the University of Texas, Austin, in Geography, where he researched the landscape ecology, biogeography, and cultural and political ecologies of an invasive liana in Samoa.
