Adaptive Management Strategy on Multi Stakeholders of Hydropower Development in the Upper Reaches of Jinsha River

As an important part of Yantze River headwater areas, the upper reaches of
Jinsha River undertake the most significant national tasks such as national
hydropower development and West-East electricity transmission project. However,
there are many issues, such as immigrant resettlement, ecological environment,
regional economic development etc. need to be well considered during the
hydropower development in the upper reaches of Jinsha River. All those issues
mainly reflected in the imbalance of resources supplies and interests allocation
of multi stakeholders of hydropower development. Thus it is the key to guarantee
the coordinated development of hydropower development and regional economic and
social development by dealing well with the relationship between the multi
stakeholders of the study areas, and by establishing a multi stakeholder
cooperation and adaptive management strategy.
In the study, the multi stakeholders of upstream Jinsha River hydropower
development will be defined and their interest appeals and element supplies will
be theoretically analyzed and their values will be assessed. On this basis,
theoretical models of the coordination of multi stakeholders in the upstream
hydropower development of Jinsha River will be built, which will be used to
analyze the adaptive optimization strategies of multi stakeholeder community’s
common interests and adaptive strategies of each stakeholder’s own interests.
Specifically, typical hydropower stations will be selected to assess the risk
sensitivities of different stakeholders’ resource supplies. The results will be
used to explore the optimal investment sales for the hydropower stations,
immigrant resettlement, ecological compensation, and benefit sharing policy in
reservoir resettlement areas. The supporting management policies of different
stakeholders will be discussed accordingly.
