4104.4 - Building A Geo-targeted Event Observation (Geo) Viewer for Disaster Management and Situation Awareness

Situation awareness plays an important role in disaster response, re-covery and emergency management. Displaying real-time location-based social media messages along with videos, pictures, and hashtags during disaster events could help first responders and inci-dent commanders improve their situation awareness and identify potential risks and problems in the affected areas. Our research team developed a geo-targeted event observation (Geo) Viewer for moni-toring real-time social media messages in target areas. There are four major functions in GeoViewer: 1) real-time display of new geo-tagged tweets within the target area, 2) interactive mapping func-tions for geovisualization, 3) spatial, text, and temporal search func-tions using keywords, spatial boundaries, or dates, and 4) manual labeling and text-tagging of messages and for further sentiment analysis. Different from traditional web GIS maps, the user interface design of GeoViewer provides the interactive display of multimedia content and maps together. The front-end user interface is built with open source programming libraries and public APIs, to visualize and query tweets from a back-end server-side MongoDB. Geo-Viewer is built for assisting emergency responses and disaster man-agement tasks by tracking disaster event impacts, recovery activi-ties, and residents’ needs in the target region.

Dr. Ming-Hsiang (Ming) Tsou is a Professor in the Department of Geography, San Diego State University (SDSU) and the Director of Center for Human Dynamics in the Mobile Age (HDMA). His research interests are in Human Dynamics, Social Media, Big Data, Visualization, Internet Mapping, Web GIS, Mobile GIS, Cartography, and K-12 GIS education. He is co-author of "Internet GIS", a scholarly book published in 2003 by Wiley and served on the editorial boards of the Annals of GIS (2008-), Cartography and GIScience (2013-) and the Professional Geographers (2011-). He has been served on two U.S. National Academy of Science Committees. In Spring 2014, Tsou established a new research center, Human Dynamics in the Mobile Age (http://humandynamics.sdsu.edu/), a transdisciplinary research area of excellence at San Diego State University to integrate research works from GIScience, Public Health, Social Science, Sociology, and Communication. Tsou is the founding director of the HDMA Center.
