(PC-03) How to Build an Online Primary and Urgent Care Service

This course is for healthcare systems or provider groups who are generally familiar with telemedicine and its principals and are ready to take the next steps. The focus is on decision making in terms of practical clinical, technical and legal considerations in building an Internet-based videoconferencing, direct-to-consumer primary or urgent care telehealth delivery model. Implementation next steps are covered including care model components, clinical best practice requirements, necessary legal due diligence and operational steps. The course brings together the expert advice and real-world experience of a clinician, operator, and attorney, all active in managing various approaches to delivering primary and urgent care using telemedicine. ATA’s primary and urgent care practice guidelines will be provided to course participants.

Bill Lewis


Dr. Bill Lewis is currently the CMO of GlobalMed a national Telemedicine equipment and infrastructure company with presence around the world. He supports clinical quality and strategic product development. He also serves as a Consultant through WellMedcare for several Fortune 100 companies and works with the American Telemedicine Association. He provides consultation support for the AZ Industrial Commission on EBM and other issues. Dr. Lewis served as the Senior Vice President of Medical Operations for Concentra Health Services and within Humana and Select Medical for 20 years and has supervised over 400 physicians in ten states with 140 clinics in this role. He obtained his Boards in Emergency Medicine and practiced emergency medicine and urgent care for twelve years prior to obtaining an MBA and practicing Urgent and Occupational medicine. In his current roles, as Senior Medical Consultant for corporations and practice groups through WellMedcare, he provides strategic and implementation support for Urgent Care, Telemedicine, Wellness and Utilization Review products. Dr. Lewis received his medical degree at the Ohio State University and did his emergency medicine residency at the University of Oklahoma.

Matthew Faiman

Dr. Faiman currently serves as a Staff Physician and Medical Director of Express Care Online for Cleveland Clinic Foundation in Cleveland, Ohio. Dr. Faiman obtained his Bachelor of Science Degree, Master’s Degree in Business Administration, and Medical Doctorate from the University of Manitoba in Winnipeg, Manitoba, Canada. He completed his residency in Internal Medicine at Cleveland Clinic in 2002. Dr. Faiman is passionate about finding innovative ways to use TeleHealth services both nationally and internationally.

Peter Antall

Dr. Peter Antall is the Chief Medical Officer at American Well, where he is responsible for clinical direction of the platform as well as guidance and training for all of American Well’s clients. He is also the founder and President of the Online Care Group, the nation’s first national telehealth medical group, where he manages over 700 clinicians in a variety of disciplines, providing telehealth services in all 50 states.
Dr. Antall has developed innovative programs to measure and ensure quality in telehealth, has developed a national telehealth credentialing program, has played an active role in national efforts to modernize telehealth laws and regulations, and has developed tools to train, manage and mentor telehealth clinicians.
Dr. Antall has a track record of disruptive innovation in the areas of care delivery, medical management, business development, technology and telehealth. He has built and managed medical practices, founded a hospitalist company, written software for mobile apps and for phone based triage, and has been actively building telehealth programs since 2009.
Dr. Antall received his M.D. from George Washington University in 1995. He then completed a pediatric residency at Rainbow Babies and Children's Hospital, in 1998 followed by a year of fellowship in Hematology Oncology at Stanford University in in 1999. He is Board Certified by the American Board of Pediatrics and has practiced general pediatrics from 1999 to 2015.

Alexis Gilroy

Alexis Gilroy advises health care and technology companies on health care and corporate matters with an emphasis on e-health topics (telemedicine, telehealth, and mobile health). She counsels and directs transactions involving venture capital, private equity, debt financing, joint ventures, mergers, acquisitions, management arrangements, physician engagement, hospital affiliation, and other general and complex contractual needs.

Alexis has broad experience with the practical and legal needs of health care companies, especially the unique legal issues faced by e-health companies. Prior to joining Jones Day, she managed more than 20 strategic M&A transactions for a publicly traded health care company that involved cyberknife, imaging centers, teleradiology companies, and radiation oncology centers. In addition, she advised on business strategy and implementation matters specific to e-health programs, business models, devices, and products; counseled on regulations regarding e-consults, reimbursements, online prescribing, patient consents, credentialing by proxy, corporate practice of medicine, physician supervision, reimbursement, anti-kickback, and licensure matters specific to e-health providers and businesses; developed and negotiated e-health specific customer, vendor, and affiliation contracts and documentation; structured research arrangements involving HIT (health information technology); and led strategy and communications with medical boards and other regulators and policy makers on e-health matters.

Alexis has spoken extensively on matters involving e-health, including testimony before legislative and regulatory bodies. She serves as chair of the Business & Finance Group of the American Telemedicine Association, was an appointee to the Maryland Governor's Telemedicine Taskforce, was a member of the Federation of State Medical Boards' workgroup on telehealth, and a past leader of the American Health Lawyer Association's E-Health and Telemedicine Affinity Group.
