(T5-01) Telemental Health, from Integration to Transformation

Telepsychiatry has the power to integrate into a healthcare system and transform it from within. We will present three different perspectives of telepsychiatry as a transformative tool. We will begin with exploring how the Store & Forward model is an effective tool to leverage resources for organization and redefine the scope of telemedicine. We will then describe how a prison system is using telepsychiatry to spearhead an innovative addiction treatment program. We will close with an examination of a community based veterans care program which provides much needed care to younger veterans via telemental health.

Edward Kaftarian

Edward Kaftarian, M.D., is the Statewide Chief of Telepsychiatry for the California prison system. Under his leadership, the program has become the largest and most comprehensive correctional telepsychiatry program in the world. Dr. Kaftarian is also the CEO of Orbit Health Telepsychiatry, a company which provides a variety of services to the community. Dr. Kaftarian completed his training at Johns Hopkins Hospital. As Senior Psychiatrist and Medical Director of San Quentin State Prison, he helped establish and develop many healthcare programs, including a large Correctional Treatment Center and California's death row mental health program. He served as Chief Psychiatrist of RJD in San Diego, one of the largest and most medically acute correctional facilities in America. Dr. Kaftarian serves as an Ambassador for the American Telemedicine Association and sits on their Educational Committee. He is board-certified in Psychiatry, Forensic Psychiatry, and Addiction Medicine.

Peter Yellowlees

Professor of Psychiatry
University of California Davis

Dr Yellowlees lives in Sacramento California, where he is Vice Chair for Faculty Development and Professor of Psychiatry at the University of California Davis. He is Vice President of the American Telemedicine Association, a member of the Institute of Medicines review committee evaluating the national VA mental health services for veterans, a member of the American Psychiatric Association workgroup on telepsychiatry, and co-founder of HealthLinkNow Inc.
Dr Yellowlees is an experienced speaker and media commentator who written and produced over 150 video editorials on Psychiatry for Medscape. He has a number of research interests and is presently working on the development and validation of asynchronous telepsychiatry, automated translation and clinical interpreting systems, internet e-mail and video consultation services and assessment and treatment protocols to improve physician health and wellness.
From a clinical perspective Dr Yellowlees is an expert in physician health and telepsychiatry. He chairs the UC Davis Health System Wellbeing Committee and has many physicians as patients. He has provided clinical consultations to patients on Indian Health reservations via telemedicine for over a decade.
Dr. Yellowlees has worked in public and private sectors in the USA, Australia and the UK, in academia, and in rural settings. He has published five books and over 200 scientific articles and book chapters.

Jay Shore

Director of Telemedicine

Jay H. Shore, M.D., MPH is the Director of Telemedicine for University of Colorado Depression Center and Chief Medical Officer for AccessCare, where he works on a number of Telehealth projects. He is an Associate Professor at the University of Colorado Denver’s Department of Psychiatry and Centers for American Indian and Alaska Native Health. Dr. Shore has been an ATA member since 2000, served on its board of directors, and is an active member in the TeleMental Health Special Interest Group for which he is a past chair.
