School Behavioral Health Network Adoption of Standardized Assessment: Training and Implementation Outcomes

Use of patient data in treatment planning is associated with improved patient outcomes (Scott and Lewis, 2015), but community- and school-based clinicians inconsistently utilize standardized assessment (SA) data in routine clinical care (Jensen-Doss & Hawley, 2011) due to a variety of barriers at clinician, agency, and system levels. The current study examined the adoption and implementation of a uniform approach to SA within a seven-agency behavioral health network in a large, urban school district. Implementation procedures included a literature review of public access SA tools for use in schools; consultation and consensus building for tool selection; and training and consultation to support clinicians’ administration of SA tools during one school year.

Pre-post training analyses (N=80) suggest that clinicians’ attitudes (per the Attitudes Toward Standardized Assessment Scale; Jensen-Doss & Hawley, 2010) improved, but only for Treatment Planning (t=-.212, ppp = .61) or Clinical Utility (p = .14) subscales, and continued to not differ on the Practicality scale (p = .11).  Post-hoc analyses indicate significant differences by agency, clinician age and years of experience for specific attitude items/scales as well as practice behaviors related to SA such as providing feedback to the patient (per the Current Assessment Practice Evaluation- Revised, Lyon et al., 2015). Year-end qualitative feedback from clinicians reflect 1) appreciation for ongoing implementation support which reportedly was not a component of previous new initiatives and 2) interest in greater shared decision making among clinicians and agency leadership to select assessment tools, among other themes. Implications for workforce development strategies to implement SA, particularly behavioral health data collection, reporting and feedback, among a large behavioral health systems will be discussed.
