Librarians can serve their communities in the same way an immigration attorney would help newcomers acquire immigration status or United States citizenship. A unique provision permits non-attorneys with sufficient knowledge, experience, and goo moral character to practice immigration law. Libraries in the United States are already doing this and the Los Angeles Public Library (LAPL) has applied for six branches and four librarians to do so.
