This session will focus on the policies and processes of the U.S. Department of Labor's (DOL) Office of Foreign Labor Certification (OFLC) and address prevailing wage issues, LCAs, PERM, and OFLC’s modernization efforts. Trending issues and best practices will be addressed. DOL officials have been invited.

Elizabeth Goss is the founder of Goss Associates with offices in Boston and London. She specializes in the representation of physicians, researchers, trainees, and students in the higher education and health care fields, securing their temporary and permanent visas. In addition, she has extensive experience representing multinational corporations and entrepreneurial ventures in a wide array of immigration matters. Liz is a frequent speaker at NAFSA and American Immigration Lawyers Association conferences locally, regionally, and nationally. She is also a frequent guest speaker at colleges, universities, and research institutions across the United States. She has served in a variety of leadership roles including co-chair of the MA Bar Association’s Immigration Law Section and several AILA task force committees. She is a former Reg Ombud for Region XI and is the current the Chair of NAFSA's Employment-Based Subcommittee (ISSRP).

Janet Garcia is an Associate Director and an International Student and Scholar Specialist of International Student and Scholar Services at the University of Colorado Boulder. Janet has worked with international students and scholars/employees for more than 21 years. She has experience with many employment-based statuses, including H-1B, TN, O-1, E-3 and legal permanent residency, specifically Outstanding Professor/Researcher and Labor Certification. Janet is a member of the International Student and Scholar Regulatory Practice Employment-Based Subcommittee.
