To get started:

Barbara J. Chance


Barbara J. Chance, Ph.D., founded CHANCE Management Advisors, Inc. (CMA) in 1984 to provide management advisory services to parking and transportation owners in the areas of planning, management, operations and finance. Under her leadership, CMA has been engaged by many of the premier universities, medical centers and developers in the U.S., as well as foreign governments. Dr. Chance serves on the IPI Parking Matters committee, has taught the Management section for the IPI Certified Administrator of Public Parking (CAPP) course since its inception, is a past Chairman of the IPI Education Development Committee, and was a recipient of the International Parking Institute’s Parking Professional of the Year in 2011.

Prior to founding CMA, Dr. Chance served as the first On-Street Parking Director for the Philadelphia Parking Authority, was a professor at the University of Texas at Austin, and taught in the Council for Advanced Transportation Studies. Dr. Chance earned her doctorate from the University of Nebraska, and holds Masters and Bachelor degrees from Kansas State University.

Barbara had the distinct pleasure of attending the Parking Australia 2010 conference where she presented a seminar on “Access Management”, as well as the 2011 Australia University Conference where she presented “Campus Parking Management – the Good, the Bad, and the Ugly”.
